Four requests

The Ohio Mayors Alliance proposal calls for an economic-development fund supported by 20% of annual growth in state sales and use taxes; a workforce-housing program and related infrastructure support; a first-responder fund equal to 10% of what cities and local governments spend on police and fire payroll; and a reset of the state-local partnership.

Development and housing

The proposed development fund would help prepare sites, build infrastructure, and redevelop property. Lima Mayor Sharetta Smith told the Statehouse News Bureau that the concept could produce about $100 million per year. The housing portion seeks tools to increase supply near jobs and address infrastructure costs that can block construction.

Safety and the state-local relationship

The public-safety proposal would direct state support toward local police and fire staffing. The partnership proposal includes a bipartisan task force on revenue sharing, a Home Rule Commission, and a forum for continuing coordination between state and municipal leaders.

What is confirmed—and what remains uncertain

Confirmed: the bipartisan alliance has presented these four priorities for the next governor and General Assembly, and the ideas align with the group's published policy priorities. Uncertain: the proposal is not enacted or funded. Its dollar amounts, formulas, and structure could change substantially—or receive no legislative approval.
